Special session agenda item to be added to improve disaster response in rural areas
Meantime Abbott told reporters today “We have a special session coming up and the way to respond to this is something the special session will address"
As Suzanne
Bellsnyder at
points out at
Texas Rural Reporter, legislation meant to bolster disaster
response in small communities died in the Texas Senate this year:
One of the
bills, HB 13, would have established the Texas Interoperability Council, which
would be responsible for developing, coordinating, and governing emergency
communications equipment and infrastructure statewide, and administering grants
to assist local governments in acquiring emergency communications and expanding
their emergency communications infrastructure.
HB 13
passed the House overwhelmingly but died in the Texas Senate without ever
receiving a hearing. A handful of legislators in the House voted against HB 13,
including Representative Wes Virdell, District 52, who represents Kerr County
in the Texas Legislature. Kerr County is ground zero for this week’s tragedy,
and this bill would have provided funding to counties like Kerr to purchase
sirens or other emergency alert equipment, which might have provided the
warning the communities needed to avoid the massive loss of lives.

Abbott canceled whatever trip he is on to come back for a news conference at 9pm in the Hill Country
This is the second tropical system to ravage parts of the state and kill people in just under a year. Abbott was out of state for both even though they were both in the Gulf prior to the devastation. Earlier today, reporters were only told Abbott is "out of state" with no other explanation

With the Governor Absent, Patrick again leads the Texas response to a deadly natural disaster
Patrick was being brief this afternoon on flash flooding that left at least 6 dead and some children missing
The Austin
American Statesman has
the latest on the flooding in and around the Hill Country
At least
six people are dead and some children staying in area camps are missing, caught
in “catastrophic” flooding along the Guadalupe River that prompted evacuations
in the Hill Country after heavy rains washed the region overnight.
Two Camp
Mystic directors, Britt and Catie Eastland, pleaded for help and said that some
children are not accounted for and that some cabins appear to have been flooded
and possibly washed away. They also said the roads have been washed out and
that they need urgent air assistance. Camp Mystic is a Christian summer camp
for girls in Hunt.
All Kerr
County residents who live near the Guadalupe River have been asked to evacuate
their homes and move to higher ground. All other residents are encouraged to
shelter in place and avoid travel, according to the Kerr County Sheriff’s
Office.
