Sen. West faces off with Paxton's office in lawsuit over Hancock's unilateral sweeping changes to Historically Underutilized Businesses program
Trial set to start Nov 9th after State District Court Judge Meachum partially blocked Hancock from moving forward; the bench ruling is limited to the 6 plaintiffs
It was a
bit of a spectacle in a Travis County courtroom Monday morning as Sen. Royce
West jousted with a lawyer from the Office of the Attorney General
over Acting Comptroller Kelly Hancock’s unilateral decision late last
year to kick minorities and women out of the Historically Underutilized
Business program.
The Texas
Senate Democratic Caucus and plaintiffs including business owners who have
described “having the rug pulled out from under us” were successful today in partially blocking Hancock from moving forward after the judge in the case issued a temporary injunction and set a trial for this fall. November 9 is the trial date. The injunction is limited to the 6 plaintiffs.

In first hearing on it, Texas House lawmakers start to scratch the surface of simmering controversy over data centers
Worth noting that no local elected leaders were invited to testify and there was little if any mention of recent headlines about tax incentives for these projects; some in the industry said they’ll accept some blame for the spread of misinformation
The Texas
Miracle. China. Taxes. National security. Misinformation. Water. The grid.
Senate Bill 6. Those buzzwords dominated today’s House State Affairs
hearing on the proliferation of data center development.
But the
best word to describe the hearing was confusion about the impact and scope of
the quickly proliferating industry lobbying up ahead of the next legislative
session.

Kronberg argues Texas House Administration crackdown on quorum breakers could become instant fundraiser for Talarico and Texas House Democrats heading into November
Patrick and Burrows are split on the challenge faced by House Republicans. And even though the Democratic brand is badly broken, punishing them may very well help Talarico and make Speaker Burrows re-election effort more difficult
Although
there are still a little more than 200 days until the midterm elections, by
most accounts it looks like a bad year for Republicans. The debate is no longer
how few Democratic gains there will be in the Texas House but how
many. Increasingly, that ever-reliable bar talk in Austin has Democratic gains
starting at eight and going up from there.
Although
we said so at the time, redistricting maps drawn based on Trump 2024 numbers were
a fantasy and the growing conventional wisdom is that the effort will not
produce a gain of five Republican Congressional seats and in fact may end up
costing Republicans in the end.
Who knows?
Well, one thing we know for sure is that House Republicans were outraged when
Democrats broke quorum and ended up turning a parochial local fight into a
national movement.
So almost
a year later, it’s obviously the perfect time to pick the scab. What happens
after that could prove pivotal.
